Guidance for Licensing Officers

Licensing officers have a legal duty to ensure that they handle each application for a charitable door to door collection in fair and equitable manner. It is important that they clearly understand what constitutes a charitable purpose and how much money is actually raised for the charitable purpose. In light of some policy decisions adopted by a minority of local authorities in England and Wales in recent years, it is clear that there is a need for guidance on these matters.

In order to address these matters, the National Association of Licensing Enforcement Officers (NALEO) produced guidance for their members which was published in 2011. If this guidance is followed by licensing officers and they have the support of elected members, it will help those responsible for implementing licensing policies, that these comply with the law.
